Posts located in wrong sections
I've noticed a lot of posts in sections that are not relevant to that specific section. Posters looking for help in the tutorial section, posters looking for help in the suggestion section.
It probably won't help but what about displaying the forum rules to the newly registered user immediately after registration to give information of how to post etc? End rant.

Yes, it's an issue and I share your sentiment. I'm fairly strict about this but I simply don't have the time to review every single post. I move them when I see them, that's about all I can do. As far as the other moderators/administrators go, some are more strict about this than others. Perhaps we could use some more help.

On one Russian forum there is so-called VIP group, which consist of old forum members, that are chosen by the moderators and/or other VIP members. (This is to not allow an old member with 2000 lame post to become part of the VIP group). The idea is that all VIP members (they can be called just forum helpers or something else) have limited moderator's abilities, like moving the post in the correct forum or hiding spam messages, which are further reviewed by a moderator. This is of great help for the moderators and administrators. Now we just click the 'report' link and only you, the moderators and administrators, know how many reports per day are received 
That forum uses IPB however, and I don't know if this is easy implementable in phpBB based forum.

We could certainly look into adding that capability. At this point, we are more concerned about adding new features than maintaining the ability to upgrade phpBB to future versions.

If i see any i'll report them. It's a pity that users can't take 1 minute to think about which section their posts should go into.

I live on the "View new posts" page. I wouldn't notice if a post is in the wrong section, let alone be bothered by it. But if there was a quicker way to report it, I would do so. As of now, it takes too much of my limited time to do.
