(This crosses over a little with the Volunteer Work forum, but I reckon it's sufficiently different to warrant tossing the idea around.)
I propose a Mentors and Mentoring forum. A place where people can request someone's aid as a one-on-one mentor, and people can volunteer as mentors willing to guide people through a couple of hours of basic level PHP to get them started.
The reason I suggest this is that, yet again, I've been asked to help someone on a one-to-one basis. Personally I don't have the patience to take up such a request dealing with basic PHP, but I'm sure there are a few people on here who might be able to. I'm always willing to help people out with PHP/GD things over MSN. Perhaps other people are willing to help individuals in other areas of PHP specialism. Who knows? That's what the forum could find out!
On the other hand, maybe I'm just a crazy fool!

What if it wasn't so much mentoring one-on-one, but mentoring one-on-subject? Say a newbie comes to the forum, searches, finds but still can't understand what he needs. If there were a place were he could go to post and receive, say remedial training or instruction on a particular subject, it could feasibly benefit the community as it would offer the same amount of exposure, just from the perspective that the user is not a complete bafoon for not understanding what we sometimes throw out.
I know as I answer some questions and other, more andvanced people, offer answers, the original posters sometimes get lost. If there were a baby-steps section of the community it might make developers that are reluctant to step out a little more relaxed knowing that they are in a part of the community that is expecting a slow moving thread with lots of help.
