Which CMS is the best to manage CMS with smarty structure?

CMS Made Simple uses Smarty and is quite friendly to use for designers and end users.

what does it mean uses Smarty ?Can be pages separate in tpl files and CMS wil recognise or I have to define ONE tpl like in Joomla and define left-RIGHT-CENTER section?

For areas of the site that need more flexibility, you could use Smarty Templates within the CMS for those designers with a bit more technical skill and allow them to control sections of the page with Smarty Templates, not the entire site structure. Is this possible?

For each page you can choose a page template. Those templates are in Smarty. You may embed in your page templates a menu. Menus are generated according to a changeable Smarty template as well.
