That's kind of an interesting way to do it, offering hosting in exchange for forum posts, but what exactly is the purpose? Once the community is built, you have a general discussion of stuff... nothing specific.

I've seen a nice collection of webhosting offers here - they provide almost all a webmaster could need: a lot of space (up to 50 GB), a lot of traffic (up to 999 GB), MySQL, PHP, Perl, and even Windows hosting with MS-SQL and .NET if you use. The prices are fair, even for VPS or dedicated servers.
