John Lockhart's Modern PHP
is a great book, though it may be aimed more at intermediate devs.
If you like video tutorials, Jeffrey Way over at Laracasts has some great content.
Check out his PHP for beginners
series to learn the basics of the language, and then check out his PHP 7 Up and Running
series for coverage of the changes introduced in PHP 7.
Btw, these sources never say if they are teaching OOP or Procedural Php 7. Which one should I learn (OOP or Procedural) ?
Procedural is often easier to get your head around but can lead to some pretty messy code (everything I've seen from you has been procedural). It is pretty common to start with procedural and then "graduate" to OOP, which will give you a better appreciation of the problems it solves.
