design.. how? the infrastructure, the database, the graphics what?

here are some CMS (content management systems) that you can try out without installing.

They will give you some ideas.

In terms of CMS, I'd recommend Mambo - quite straightforward and very easy to use, customise, extend and maintain. (URL is, I believe: http://www.mamboserver.com )

Aside from the infrastructure side of things (it usually helps if your intranet is on your network so you can authenticate users) it's not much different to an internet site. As in all things you design with the end users in mind.
